Presbyterian Healthcare Services Announces Leader for New Fluent Health Business

Fluent Health to scale Presbyterian's 30 years of health plan experience for partners looking to start or strengthen their own provider-owned health plan

ALBUQUERQUE, NM – Presbyterian Healthcare Services (Presbyterian) announced an addition to its leadership team as it looks to partner with provider systems across the country to start or stabilize provider-owned health plans and succeed under value-based care.

Jack Towsley joins Presbyterian as president of Fluent Health, a subsidiary of Presbyterian Healthcare Services, in Albuquerque, New Mexico.  Fluent Health is the partnership and health plan servicing entity that scales Presbyterian's people, experience and tools in provider-owned health plans. In his role as president, Towsley leads a team focused on providing partner health plans with product strategy and low-cost administrative and operational services. 

Presbyterian, a leader in the provider-owned plan space, serves more than 460,000 health plan members in New Mexico across commercial, Medicare Advantage and Medicaid product lines. The New Mexico plan has deep experience in government programs, accepting full risk in Medicare Advantage and Medicaid for nearly 20 years.  Through Presbyterian's Fluent Health arm, health systems looking to create and implement a health plan will have access to scale and efficiency, as well as strategy, management, product design and administrative functions based on Presbyterian's three decades of experience. 

Fluent Health will support eleven of North Carolina's leading health systems and Presbyterian, under a joint partnership, as they intend to bid to serve the Medicaid population in North Carolina through a provider-led health plan. 

Towsley brings extensive health care management experience, holding executive roles in both national and regional health plans as well as delivery systems where he has worked in both hospital and physician segments. Most recently, Towsley was divisional senior vice president of health care delivery with Blue Cross Blue Shield of Texas.

Towsley earned a bachelor's degree in biology from Johns Hopkins University in Baltimore.  He also earned master's degrees in Public Policy and Public Health from the University of California, Berkeley.
